Most car rental problems are not pricing problems. They are eligibility problems discovered at the counter, when the queue is long and the alternatives are poor. A licence held for eleven months, a debit card at an airport branch, a second driver who stayed in the taxi, an age floor on the class booked — each ends the same way, and each is avoidable at the point of booking. This page is the checklist our ground desk runs before we confirm a car.
In most US states the practical minimum age is 21, with a young-driver surcharge applied to drivers aged 21 to 24 — typically in the region of $20–$35 per day, sometimes capped at a maximum per rental. New York and Michigan have statutes requiring suppliers to rent to drivers from 18, with correspondingly higher surcharges. Outside the US the floor is more often 21 or 23, and in some markets 25 with no under-25 option at all.
Class matters as much as state. A supplier that will rent an economy car to a 21-year-old will commonly refuse a full-size SUV, a premium or luxury sedan, a convertible or a specialty vehicle to anyone under 25, and the exotic tier frequently sets 30. A handful of markets outside the US also apply a maximum age. These are supplier and jurisdiction rules; no agency can waive them, but we can filter to a supplier whose published policy fits your driver.
Licence validity is checked at the counter against three tests: it must be current, it must be a full licence rather than a provisional or learner permit, and it must usually have been held for at least twelve months — twenty-four on larger and premium classes at some suppliers. Restrictions are read, and a licence suspended in another jurisdiction can appear on a check and end the rental.
An International Driving Permit is a standardised translation of a licence you already hold. It is not a licence, it grants no driving rights on its own, and you must carry your original licence alongside it. You obtain it in the country that issued your licence, before you travel — no country issues one on your behalf after departure, which is why it is the item travellers most often discover too late.
The working rule: if your licence is not printed in the Roman alphabet, carry an IDP everywhere. US licence holders driving in Europe face requirements that vary by country, and several expect one from non-EU visitors; carrying one costs little and removes the argument. When we book an international rental we state the licence requirement for that specific country on your confirmation.
The single most rigid rule in car rental: the card presented at the counter must normally be a credit card, embossed or not, in the name of the main driver, matching the licence exactly. It is not a payment preference — it is how the supplier secures the value of a vehicle it is handing to a stranger. A card in a spouse name, a parent card, a friend card or a company card without a corporate account and authorisation letter will be refused, whatever the booking says.
Debit cards are accepted at many locations and refused at many others, and the conditions are the point. Where accepted, expect some combination of: a larger hold against your actual funds rather than a credit line, additional photo identification, proof of return travel, proof of local address, and in some cases a credit check. Premium, luxury, convertible and specialty classes are almost universally credit-card-only. Prepaid and gift cards are not accepted for the security hold.
The deposit itself is an authorisation hold, not a charge. It covers the estimated rental total plus a security amount — commonly $200–$500 on standard classes, and several times that on premium and luxury tiers. It reduces your available credit for as long as your issuer takes to release it after return, typically a few business days and entirely outside the supplier control. If you are travelling on a card close to its limit, plan for it.
Any person who will drive the vehicle must be listed on the rental agreement. This is not administrative. An unlisted driver at the wheel is a breach of the agreement, and a breach voids the collision damage waiver and can void the supplier liability protection along with it — meaning a collision that would have cost you nothing becomes a claim for the full value of the vehicle.
A second driver must be physically present at the counter with their own valid licence, and must meet the same age and licence-held requirements as the main driver. Where a fee applies it is typically $10–$15 per driver per day. Several US states restrict or prohibit that charge for a spouse or domestic partner, and many corporate accounts and loyalty tiers include one additional driver free — but none of that removes the requirement to be present and added to the paperwork.
A standard car rental reservation guarantees a class of vehicle, at a stated location, for a stated period, at a stated rate. It does not guarantee a model, a colour, a transmission in markets where manual is the norm, or a specific feature such as a roof rack or a tow bar unless the supplier sells that as a separate confirmed extra. "Or similar" is a contractual term, not a hedge in the marketing copy.
If a class is unavailable at collection, the normal remedy is a free upgrade to the next available class. If nothing is available at all, the supplier obligation is set by its own terms; our desk will work the supplier trade channel to look for an alternative branch or supplier rather than leaving you to join the public queue. Where a specific model genuinely matters — a convertible, a seven-seater, a particular executive sedan — that is a different product, covered on book premium car rental.
Bring the licence, the photo ID or passport, the credit card in the driver name, the booking reference, and the IDP if the country expects one. Have every additional driver with you. Expect the counter to offer the waiver, supplemental liability, a fuel option, a toll transponder and an upgrade; decide on all five before you arrive, and read the signature page rather than the summary screen.
Then do the walkaround, and do it properly, because this is the five minutes that decides whether you have a damage dispute. Photograph all four corners, both flanks, the roof, both bumpers, the windscreen and each wheel; the fuel gauge and odometer with the ignition on; and the interior including the boot floor. Note every mark on the damage diagram before you sign it and have the agent initial anything not already recorded. Check that the spare or inflation kit is present and that a rented child seat is the right stage.
Return in the state the agreement specifies: full tank if you took full-to-full, with the receipt from a station near the return; charged to the stated level if the vehicle is electric; and inside the grace period, which at most suppliers is around 29 minutes. Late returns can re-rate the whole rental out of a weekly bucket, so an extension arranged in advance is almost always cheaper.
Repeat the photo sequence at return, and get a closed contract or a return receipt showing the fuel level, the mileage and a zero balance where applicable. On an after-hours drop, photograph the vehicle in the bay, note the time, and keep the key drop confirmation — until an agent checks the car in, the agreement may still place the risk with you. Keep everything for at least 60 days; supplier damage claims and toll administration charges frequently arrive weeks later.

A valid driving licence held in your own name, a photo ID (your passport if you are visiting from abroad), a credit card in the main driver name, and your booking reference. If your licence is not in the Roman alphabet, add an International Driving Permit. Some branches also ask for proof of onward travel — a flight itinerary — particularly on debit card rentals.
Most suppliers require the licence to have been held for at least one year, and some require two, particularly on larger, premium and luxury classes. A licence issued within the last twelve months is one of the more common reasons a booked rental is refused at the counter, so tell us at booking if yours is new.
An IDP is a certified translation of your existing licence, not a licence in itself, and you must carry both. Many countries in Europe, Asia and Latin America require or strongly expect one from visitors, and several US branches ask for one where the licence is not in English. It is inexpensive, obtained in your home country before departure, and cannot be issued once you have travelled — so if there is any doubt, get one.
Generally no. The card presented at the counter normally has to be a credit card in the name of the main driver, matching the licence. A third-party card, a card in a spouse name where the spouse is not present, or a company card without a corporate account and authorisation letter will usually be declined. Prepaid vouchers are the exception in some markets, but a card in the driver name is still required for the security hold.
The supplier places an authorisation hold covering the estimated rental total plus a deposit. On standard classes that deposit is commonly in the $200–$500 range; premium, luxury and specialty classes run considerably higher. The hold reduces your available credit until it is released, which typically takes several business days after return and depends on your issuer, not the supplier.
Not automatically, and never assume it. Several US states restrict or prohibit an additional-driver charge for a spouse or domestic partner, and many corporate and loyalty programmes include a free additional driver, but in every case the second driver must be present at the counter, produce a valid licence and be added to the agreement. An unlisted driver behind the wheel voids the damage waiver and can void the whole agreement.

Most suppliers allow a grace period of around 29 minutes, after which they charge hourly up to a full extra day. Returning several hours late can also re-rate the entire rental out of a weekly bucket into daily pricing, which costs far more than the late hours themselves. If you know you will be late, call the branch or our desk — an extension processed in advance is normally cheaper than one applied on return.
